Dear Mr. Schmidt:
I am forwarding correspondence to you regarding a Complaint I had submitted to Mr. Ken Selzer in 2018 during the time he was employed by the State of Kansas as Insurance Commissioner. My complaint concerns the manner in which Blue Cross/Blue Shield healthcare benefits were being disseminated to its members for substance abuse treatment at Valley Hope facilities. These healthcare benefits were dispersed through a third-part payor, New Directions Behavioral Health. In the end, Mr. Selzer did not investigate my Complaint and had a letter sent to me saying the case was closed. However, I don’t consider the case to be closed, as it was never really opened. Due to the possibility that insurance fraud may be a part of the problem described in my Complaint, I am forwarding the information to you.
It is my hope that you will find the concerns expressed in the following correspondence to be important enough for your review and investigation.
